According to an article from IGN, Bethesda's highly anticipated Fallout 4 will be released in November 2015, but modding tools won’t be immediately available. Pete Hines, Bethesda's VP of Marketing, told IGN that the company is currently focused on completing the game and will make the development of mod tools a priority in 2016. According to Hines, the company’s philosophy is to always develop a quality game first and then shift efforts to the creation kits, construction tools, and other elements.
Bethesda is still engaged in polishing efforts for Fallout 4, including addressing the bug list and working on the frame rate, but the studio plans on ensuring that modding tools operate on all platforms. In the IGN article, Hines also notes that Bethesda hopes that Besthesda.net will eventually act as a stage where gamers can share a wide range of information, such as Fallout mods.
